BICUTAN TAGUIG CITY - The Scientific Career System (SCS) conducted SCS Orientation for Finance and Administrative (FAD) personnel in various government agencies with conferred Career Scientists on May 26, 2022, via Zoom.

In view of the increasing number of Career Scientists conferred under the System, the orientation served as a venue to orient and inform FAD personnel on the proper implementation of benefits and entitlements of the Career Scientists in different agencies. Five (5) speakers were invited as resource speakers, they are Dr. Pierangeli G. Vital, Career Scientist I and University Researcher III at the Natural Sciences Research Institute (NSRI), University of the Philippines Diliman (UPD), Atty. Karlo A. B. Nograles, Chairperson of the Civil Service Commission (CSC), Ms. Maria Lourdes T. Aganon, Director III of Organization, Position Classifications Compensation Bureau (OPCCB), Department of Budget and Management (DBM), Ms. Marissa G. Ceneta, Chief Administrative Officer of Administrative and Legal Service, Personnel Division, Department of Science and Technology (DOST), and Atty. Sheila O. Valino, Legal Division, Attorney IV of Administrative and Legal Service, Legal Division, DOST.

 

This webinar covered topics on (1) Scientific Career System; (2) Civil Service Commission’s Role in the Implementation of the SCS; (3) Department of Budget and Management’s Role in the Implementation of the SCS; and (4) DOST Magna Carta Benefits. The event was moderated by Dr. Mudjekeewis D. Santos, Career Scientist IV of the National Fisheries Research and Development Institute, Department of Agriculture (DA). Meanwhile, the synthesis of the event was provided by Dr. Roel R. Suralta, Career Scientist III of the Philippine Rice Research Institute (PhilRice), DA.

The SCS is a system of recruitment, career progression, and recognition that rewards scientist’s rank in the government service to develop a pool of highly qualified and productive scientific personnel. The system is co-implemented by the Civil Service Commission (CSC) and the Department of Science and Technology (DOST), with the CSC Chairman and DOST Secretary serving as Co-chairs of the Scientific Career Council. The SCS program is now administered by the NAST PHL.
