Civil Service Commission and Scientific Career Council Chairman Francisco T. Duque III stressed the importance of developing the human resource capability of the institutions to reward the selfless service of Filipino scientists in terms of incentives, grants and remunerations in his message during the oath taking of new scientists of the Scientific Career System on June 30, 2014 at the Eastwood Richmonde Hotel in Quezon City.
He coined the term “Lingkod Bayani” to describe scientists in the public service who despite the limitations strive for excellence in their chosen field of expertise and in science and technology. (Mary Charlotte O. Fresco, SCC Secretariat)
