QUEZON CITY, Philippines — The Scientific Career System (SCS) formally conferred 14 new and upgraded 6 outstanding government career scientists during the 2025 Oath Taking Ceremony on 17 October 2025 at the Luxent Hotel, 51 Timog Avenue, South Triangle, Quezon City.
 
“Today’s ceremony is a celebration of excellence,” said Ms. Luningning E. Samarita-Domingo, Director of the National Academy of Science and Technology, Philippines (NAST PHL) and Executive Secretary of the Scientific Career Council (SCC), as she opened the event. “We honor the exceptional dedication, perseverance, and significant contributions of our government researchers who have achieved the esteemed rank of career scientist.”
Distinguished leaders from the science and public service sectors also graced the event. Atty. Marilyn B. Yap, Chairperson of the Civil Service Commission (CSC) and Chair of the Scientific Career Council (SCC), urged the newly conferred career scientists to serve with excellence, integrity, and accountability. Likewise, Dr. Renato U. Solidum, Jr., Secretary of the Department of Science and Technology (DOST) and SCC Co-Chair, shared his expectation that their scientific discoveries would continue to fuel innovation, strengthen national resilience, and promote inclusive growth across the country.
 
The oathtaking ceremony recognized a new batch of Career Scientists from across key fields of science, technology, and innovation:
  • Health Sciences Division: Dr. Eva A. Goyena (DOST-FNRI)
  • Engineering Sciences and Technology Division: Dr. Jayson P. Rogelio (DOST-MIRDC), Dr. Persia Ada N. De Yro (DOST-ITDI), Dr. Ronaldo P. Parreño (DOST-ITDI)
  • Mathematical and Physical Sciences Division: Dr. Hannah R. Bardolaza (UPD-NIP), Dr. Joseph Q. Basconcillo (DOST-PAGASA), Dr. Joel P. Rivadeneira (UPLB-IFST), Dr. Erlina R. Ronda (UPD-NISMED)
  • Agricultural Sciences Division: Dr. Emma L. Ballad (DA-BFAR R02), Dr. Orlando A. Calcetas (DA-CALABARZON), Engr. Edgar D. Flores (DA-PHilMech), Ms. Roanne R. Gardoce (UPLB-IPB), Dr. Mary-Nia M. Santos (DA-NFRDI), Dr. Lilian P. Villamor (DA-PCC)
In addition, several scientists were recognized for their career advancement within the SCS:
  • Dr. Roel R. Suralta (DA-PhilRice), Dr. Merdelyn T. Caasi-Lit (UPLB-IPB), Dr. Fe M. Dela Cueva (UPLB-IPB), Ms. Marcela M. Navasero (UPLB-CAFS NCPC), Mr. Dindo King M. Donayre (DA-PhilRice), and Mr. Edwin C. Martin (DA-PhilRice).
A ceremony was also conducted to honor former members of the Scientific Career Council (SCC) and Special Technical Committees (STCs). They were recognized for their dedicated service, extensive knowledge, and valuable expertise, all of which significantly enhanced evaluation standards and facilitated the selection of outstanding scientists for government service. The recognized individuals include:
  • Dr. Aimee Lynn A. Barrion-Dupo (Past SCC Member)
  • Acd. Estrella F. Alabastro (Past SCC-TWG and STC-ESTD Chair)
  • Dr. Renato S.A. Vega, Dr. Portia G. Lapitan, Dr. Carmencita D. Mateo (Past STC-ASD Members)
  • Dr. Maria Natalia R. Dimaano, Dr. Edanjarlo J. Marquez (Past STC-ESTD Members)
  • Dr. Erna C. Arollado, Dr. Doralyn S. Dalisay (Past STC-HSD Members)
“Wear the honor of being a career scientist with both pride and humility,” said Academician Jaime C. Montoya, President of NAST PHL and Member of the Scientific Career Council (SCC), as he concluded the program. He further encouraged aspiring researchers “to stay committed to their path, pursue discoveries, and consider joining the Scientific Career System.”
